These are little animated shorts that appeared before the commercials from a TV show from the 90s called ugo ugo looga, it's pretty crazy too so I'll probably be posting some clips from that soon. The characters are called 'mikan seijin' which the best translation I can make is Extraterrestrial Oranges.

Shika means deer, Shikato means to ignore, so this is kind of a play on words. The animation comes from the popular Japanese kids show Ugo Ugo Looga.
